Striving to Complete Ho Chi Minh City’s Ring Road 4 by the End of 2028
(Chinhphu.vn) – Prime Minister Pham Minh Chinh has requested relevant agencies to mobilize resources and strive to complete the Ring Road 4 project in Ho Chi Minh City by the end of 2028.

The Government Office has issued Official Dispatch No. 4889/VPCP-CN dated June 4, 2025, conveying the directive of Prime Minister Pham Minh Chinh regarding the progress of the Ring Road 4 investment and construction project in Ho Chi Minh City.
The dispatch states: Based on Submission No. 3621/TTr-UBND dated May 22, 2025, from the People’s Committee of Ho Chi Minh City regarding the Pre-Feasibility Study Report for the Ring Road 4 project, Prime Minister Pham Minh Chinh has instructed the Ministry of Construction, the People’s Committee of Ho Chi Minh City, and other relevant authorities to mobilize all available resources and accelerate project implementation. The compensation, support, and resettlement processes must be completed by June 2026, and the overall project is targeted for completion by the end of 2028.
According to the submission from the People’s Committee of Ho Chi Minh City, the Ring Road 4 construction project is classified as a nationally significant infrastructure project and will be implemented across the following localities: Ho Chi Minh City, Dong Nai Province, Binh Duong Province, Long An Province, and Ba Ria – Vung Tau Province.
The total route length is approximately 159.31 km, including 18.23 km in Ba Ria – Vung Tau, 46.08 km in Dong Nai, 20.5 km in Ho Chi Minh City, and 74.5 km in Long An.
