Official Groundbreaking of Ring Road 4 – Ho Chi Minh City Section in Binh Duong
(NLĐO) – The Binh Duong section of Ring Road 4 – HCMC (Phase 1) includes 4 main lanes, full-length emergency lanes, and a design speed of 100 km/h.
On the afternoon of June 18, Deputy Prime Minister Mai Van Chinh attended the groundbreaking ceremony of the Phase 1 construction project of Ring Road 4 – Ho Chi Minh City, for the section from Thu Bien Bridge to the Saigon River, which runs through Tan Uyen City, Ben Cat Town, and Bac Tan Uyen District in Binh Duong Province.
The project is implemented under the Build – Operate – Transfer (BOT) model, with a total investment capital of VND 11.743 trillion.
Deputy Prime Minister Mai Van Chinh inspects the design layout and route alignment of Ring Road 4.
The project’s capital is mobilized from equity, bank loans, and other legal sources. The preparation and construction period is expected to last 26 months from the effective date of the project contract.
Phase 1 of the project features 4 traffic lanes with continuous emergency stopping lanes and a design speed of 100 km/h. The project aims to facilitate regional connectivity and enhance the efficiency of expressways and national highways, especially in linking Long Thanh International Airport with surrounding provinces and cities in the Southern Key Economic Region.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation (the project contractor), emphasized that Ring Road 4 plays a vital strategic role as an East–West backbone, connecting the province’s major growth hubs and the broader region. It will enable faster access to seaports and international airports such as Cai Mep – Thi Vai Port and Long Thanh Airport.

For many years, Becamex has proactively integrated the Ring Road 4 alignment into our development projects and independently completed nearly 50% of the Ring Road 4 segment within Binh Duong Province using corporate capital. Today, our consortium officially breaks ground on the remaining section of the Ring Road 4 that runs through the province,” said Mr. Hung.
According to the official decision, the selected investor for the project is a consortium consisting of Becamex IDC Corp (BCM), Becamex Infrastructure Development JSC (IJC), and Deo Ca Group JSC.
In addition to launching the Ring Road 4 project, Binh Duong has also inaugurated major provincial roads DT743, DT746, and DT747B—key internal transportation arteries that contribute to the development of a modern and synchronized traffic network in this industrial powerhouse.
