The ‘highways’ connecting Ho Chi Minh City, Bình Dương, and Bà Rịa – Vũng Tàu

[Tuổi trẻ] The merger of provinces and cities is being considered and has not been officially announced yet. However, regardless of the scenario, the issue of connecting Ho Chi Minh City with neighboring provinces such as Bình Dương and Bà Rịa – Vũng Tàu has already been taken into account.

On March 20, Prime Minister Pham Minh Chinh held a meeting with the Standing Committee of Ho Chi Minh City, Bà Rịa – Vũng Tàu, and Bình Dương on various topics, including the rearrangement of administrative boundaries and organizational structure. The Prime Minister also spent considerable time inspecting transportation infrastructure projects in the region.

Highways, metro lines, railways, and waterways connecting Ho Chi Minh City with the “production area” of Bình Dương and the deep-water port in Bà Rịa – Vũng Tàu are gradually taking shape.

Ho Chi Minh City and Bình Dương connected by metro and highways

According to many experts, Ho Chi Minh City and Bình Dương have neighboring geographical locations, leading to many overlaps in socio-economic activities. For example, the Đại học Quốc gia TP.HCM urban area, covering more than 643 hectares, has up to two-thirds of its area in Dĩ An City, Bình Dương Province.

Major projects like the Hà Nội Highway and the New Eastern Bus Station are located both in Ho Chi Minh City and Bình Dương.

Many regional connectivity projects between Ho Chi Minh City and Bình Dương are being formed. If considering the “horizontal” dimension, there is the Beltway 3 of Ho Chi Minh City (expected to complete the main route by the end of 2025 and the entire project by 2026) and Beltway 4 (which Bình Dương will start this year).

If considering the “vertical” dimension, Ho Chi Minh City and Bình Dương are being connected by National Road 13 (the section in Bình Dương is being expanded to 8 lanes, while the section in Ho Chi Minh City, after decades of stagnation, is being considered for expansion from 4-6 lanes to 10 lanes, with a total investment scale of more than 21,700 billion VND), and the Mỹ Phước – Tân Vạn Road.

Especially, the Ho Chi Minh City – Thủ Dầu Một – Chơn Thành expressway officially began construction under the Prime Minister’s directive on February 1, 2025. This is the first expressway connecting Ho Chi Minh City with Bình Dương, Bình Phước, and the Central Highlands.

The metro line connecting Ho Chi Minh City and Bình Dương is also being studied. Bình Dương’s People’s Committee has reviewed and approved the pre-feasibility study report for the project. This metro line will extend Ho Chi Minh City’s Metro Line 1 from the Suối Tiên Bus Station to the S1 station in the new Bình Dương city.

The Ho Chi Minh City – Bình Dương metro line is expected to be over 32.4 km long, with a design speed of 120 km/h, and a total investment of around 64,370 billion VND. The project is proposed to start construction in 2027 and begin operation in 2031.

According to experts, if the scenario of Bình Dương merging with Ho Chi Minh City happens, from the perspective of regional connectivity projects such as metro lines, highways, and the expansion of National Road 13, it would facilitate synchronized connectivity and accelerate progress.

Vũng Tàu Seaport “Closer” to Bình Dương’s Industrial Zones

While Bình Dương is considered one of the “production regions” of the country with around 30 industrial zones, leading in attracting foreign direct investment (FDI) with thousands of ongoing projects, Bà Rịa – Vũng Tàu is seen as one of the gateways to international trade due to its coastal location and the presence of the Cái Mép – Thị Vải seaport.

However, the current transportation of goods and raw materials by container between industrial zones and the port mainly relies on roadways, accounting for up to 70% of total cargo volume. This dependence on road transport faces risks such as traffic congestion, accidents, and significantly reduces international competitiveness. Meanwhile, other transport channels such as railways and waterways have not been fully utilized.

For many years, several large investors have been studying the idea of a dedicated railway line for container transport, connecting the industrial zones of Bình Dương directly to the ports in Bà Rịa – Vũng Tàu, Đồng Nai, and Ho Chi Minh City. This idea aligns with the detailed railway planning for the Ho Chi Minh City transportation hub that has been issued.

Accordingly, Bình Dương has been studying and proposing to implement some sections of these railway lines with a total length of over 100 km. Three major logistics centers along this dedicated railway route have been planned in Bình Dương, which will serve as hubs for receiving and distributing goods and raw materials to neighboring industrial zones.

When this dedicated railway line is operational, businesses will benefit greatly in terms of convenience for transporting goods and reducing delivery time pressures with their partners.

According to estimates, transporting a container from Bình Dương to the port in Bà Rịa – Vũng Tàu by road currently takes at least 8-10 hours. In contrast, if transported by rail, with a design speed of 120 km/h for freight trains, it could take only 2 hours for the goods to reach the port.

The connection of goods and raw materials to ports via waterways is also being considered. Notably, Bình Dương and Ho Chi Minh City share the Saigon River, and currently, there are An Sơn ports (Thuận An City) on the upstream side of Bình Dương, with plans for the An Tây port (Bến Cát City). For large container ships to access these ports, it is necessary to raise the clearance of bridges crossing the Saigon River.

Recently, the two Bình Triệu 1 bridges on National Route 13 (with a 1.25m height increase) and Bình Phước 1 bridge on National Route 1 (with a height increase of about 1.08m) were launched by Ho Chi Minh City, with completion expected in 2025. Once finished, these two bridges will ensure that the clearance of the bridges on the Saigon River reaches at least 7 meters.

This will “free up” ships from the ports on the upper reaches of the Saigon River, not only from Ho Chi Minh City but also from ports in Bình Dương and Tây Ninh, allowing them to move downstream, thereby boosting the development of industrial zones and urban areas in the region.
